TL;DR – A CAPE refund rejected for ACH can be reissued, but fixing your bank details does not resend it on its own. Run REV-613 in ACE to confirm the rejection. Fix the ACH Refund Authorization tab in your Importer sub-account. Then write to frn-achrefundsupport@cbp.dhs.gov and follow CBP's Replacement Refund Instructions. Do it now: extra interest for the delay may not build while CBP waits.
What does "accepted but no money" mean?
Often it means the payment failed at the last step. CAPE accepted the Declaration, CBP reliquidated the entries and certified the refund, and then the payment failed because ACE had no usable bank account for you.
CBP pays CAPE refunds only one way: "All refunds from CBP are issued electronically through ACH payments" (CSMS #68340863). Since February 6, 2026, the electronic refunds rule says that "failure to provide CBP with the requisite ACH banking information will result in a certified refund being rejected" (FR 2025-24171).
Where it shows in ACE (CSMS #68536553):
| Report | What it tells you |
|---|---|
| REV-613, ACH Rejected Refunds Report | "information on refunds that have been rejected due to incomplete ACH Refund enrollment" |
| REV-603, Trade Refund Report | A Refund Secondary Status of "Check/ACH Returned": "This status occurs when refunds are rejected due to incomplete ACH Refund enrollment" |
| ES-022, CAPE Entry Summary Report | "links CAPE declaration, entry, and refund numbers", so you can see which entries the rejected refund covers |
Run the reports from your Importer sub-account view. See REV-603, REV-613 and REV-615.
How big this is. In CBP's October 6, 2026 progress report, refunds held for missing ACH information fell from about $1.3 billion to about $1.1 billion, Baker Tilly reported (Baker Tilly). C.H. Robinson's September 17, 2026 advisory counted 20,184 refunds worth $1.3 billion on hold (C.H. Robinson).
What does "SAP ACH rejected" on REV-613 mean?
CBP has not published what that reason means. Treat it like any other ACH rejection.
Importers report seeing it on REV-613 for some entries of one CAPE claim while other entries paid: "some of entries were refunded, others were rejected with reason 'SAP ACH rejected' on 613 report" (r/CustomsBroker, 1x9t2yi).
Why did some entries pay and others get rejected?
Because CBP pays refunds in batches. Refunds "will be consolidated by IOR or designated 4811 party and liquidation date" (CSMS #68340863). One CAPE claim can turn into several payments, to different payees, on different dates. One payment can fail while another goes through.
A Form 4811 notify party is paid only on entries where it is on file in your ACE profile and its importer number is in Box 28 of the CF-7501 (CSMS #67648307). On every other entry, CBP pays you, the IOR. If the notify party is not in ACH, "the refund will default to the importer's ACH account" (FR 2025-24171). Either way, entries that route to you fail if your own ACH Refund enrollment is missing or wrong.
In the REV-613 thread, one importer suggested a pattern: the entries that paid showed a 4811 notify party on ES-022, and the rejected ones did not (1x9t2yi). That is one importer's guess, not a CBP explanation. To check your own case, add "CF 4811 Notify Party Name" and "CF 4811 Notify Party Number" to your Entry Summary reports, as CBP suggests (CSMS #68536553). If a broker or carrier got the refunds that paid, see Your Carrier or Broker Got Your IEEPA Refund.
How do I get a rejected refund reissued?
Fix the bank details in ACE, then ask CBP in writing to reissue it. The second step is the one people miss.
1. Fix the bank details in ACE. CBP's rule: "the account owner must complete the ACH Refund application in the ACE Portal under the ACH Refund Authorization tab." The account owner may also "authorize full access to the ACH Refund Authorization tab to another trade account user" to enter the banking details (FR 2025-24171). It must be a US bank account: "all applicants are required to use a U.S. bank account" (same rule). For the screens, see ACH Refund Enrollment.
2. Ask CBP to reissue it. Fixing the account does not resend the payment by itself. The rule says: "For these rejected refunds, an importer must complete the ACH Refund application and notify CBP's Refunds Team at" frn-achrefundsupport@cbp.dhs.gov, and ask for the refund to be reissued to that account (FR 2025-24171).
3. Follow CBP's Replacement Refund Instructions. CBP points rejected refunds to its page "Rejected ACH Refund Information: Replacement Refund Instructions" (CSMS #68315804; CBP page).
4. Put the details in your email. Your company name and IOR number, the CAPE claim number, the refund numbers and amounts from REV-613 or ES-022, and the date you fixed the ACH enrollment.
5. Check again. Run REV-603 and REV-613 again after CBP answers. CBP has not published how long a reissue takes.
Write to frn-achrefundsupport@cbp.dhs.gov about rejected ACH refunds. IEEPARefunds@cbp.dhs.gov is the address CBP gives for CAPE technical questions (CSMS #68315804), not for this.
Do I lose interest while the refund is rejected?
Not the interest up to liquidation. The extra interest for the delay is the part at risk.
Interest up to liquidation is kept. CAPE adds interest under 19 CFR 24.36 (CSMS #68340863), and interest on an overpayment runs to the liquidation or reliquidation date under 19 U.S.C. § 1505(c). We found nothing saying a rejected payment takes that away.
Extra interest for the delay may not build. The rule in FR 2025-24171 says that "no interest under 19 U.S.C. 1505(d) will accrue when CBP certifies an electronic refund for issuance within 30 days" of liquidation or reliquidation, if CBP cannot deliver it solely because the recipient did not provide banking information (FR 2025-24171). The scope is narrow. It covers the extra interest for a late refund, in that case only. We have not found CBP explaining how it applies to each CAPE refund. Either way, waiting costs you, so fix the account now. See Interest on Your Refund.
We are a foreign IOR with no US bank account. What now?
You need a US bank account or a broker who receives the refund for you. CBP's rule: "Foreign importers will need to obtain a U.S. bank account or authorize their broker to receive refunds on their behalf" (FR 2025-24171).
Authorizing a broker means naming it as your Form 4811 notify party. The broker must be in ACH: "The designated third party must complete the ACH Refund application in order to receive the electronic refund" (same rule). It is paid only on entries where its importer number is in Box 28 of the CF-7501 (CSMS #67648307). CBP has not published whether a notify party added now can receive refunds on entries already filed without it in Box 28. Ask frn-achrefundsupport@cbp.dhs.gov before you rely on it.
A paper check is the exception. The electronic payment requirement "may be waived in cases where compliance imposes a hardship". To ask, "the importer must notify CBP's Revenue Division in writing at" frn-achrefundsupport@cbp.dhs.gov (FR 2025-24171; 31 CFR 208.4). Do not count on it.
For the options in full, see Non-Resident Importers and ACH Refund Enrollment. Whether to hold refunds through a broker is a contract question as much as a CBP one. Talk to a customs attorney about your situation.

Frequently Asked Questions
Is my refund lost if it was rejected for ACH? No. CBP's rule describes how a rejected refund is reissued: complete the ACH Refund application and notify CBP's Refunds Team at frn-achrefundsupport@cbp.dhs.gov (FR 2025-24171). The delay can cost you some interest, so do it now.
What does "SAP ACH rejected" on REV-613 mean? CBP has not published a definition. Importers report seeing it on some entries of a claim while others paid (1x9t2yi). CBP describes REV-613 as refunds "rejected due to incomplete ACH Refund enrollment" (CSMS #68536553), so check your ACH Refund Authorization first.
Some entries on my CAPE claim paid and others were rejected. Why? One claim can become several payments, because CBP consolidates refunds by IOR or designated 4811 party and liquidation date (CSMS #68340863). Entries that route to you fail if your own ACH Refund enrollment is missing or wrong. Add the CF 4811 Notify Party fields to your Entry Summary reports to see which entries went where.
I fixed my bank details. Will CBP resend the money on its own? Do not assume it. The rule says to complete the ACH Refund application and notify CBP's Refunds Team (FR 2025-24171). Email frn-achrefundsupport@cbp.dhs.gov with your claim number and follow the Replacement Refund Instructions.
Who can enter the bank details in ACE? The account owner, in the ACH Refund Authorization tab of the Importer sub-account. The owner can give another trade account user full access to that tab (FR 2025-24171).
Do I lose interest while the refund is rejected? Not the interest up to liquidation. But extra interest for the delay may not accrue when CBP certified the refund within 30 days and could not deliver it only because bank details were missing (FR 2025-24171).
We are a foreign importer with no US bank. What are our options? CBP says foreign importers "will need to obtain a U.S. bank account or authorize their broker to receive refunds on their behalf" (FR 2025-24171). A paper check needs a hardship waiver, requested in writing to frn-achrefundsupport@cbp.dhs.gov. See Non-Resident Importers.
